The Safety Harbor City Commission serves as the city’s governing body and operates under a council–manager form of government. The Commission is responsible for setting local policies, passing ordinances and resolutions, adopting the city budget, and providing overall direction for the city.
The Commission includes a Mayor (or Commission Chair) and commissioners, who are elected by the residents of Safety Harbor in nonpartisan elections as outlined in the city charter. The Mayor presides over meetings and represents the city at official functions, while all commissioners have equal voting authority on city matters.
A City Manager, appointed by the Commission, oversees the day-to-day operations of the city and implements the policies established by the Commission.
